Vision
Native American students across California are fully seen, honored, and supported as whole human beings. We envision schools where Indigenous identity is celebrated, cultural knowledge guides teaching and learning, and every student feels safe, welcome, and prepared for a thriving future.
Mission
California Indian Education for All: Indigenous Visibility Index (IVI) advances Native student success by increasing visibility, strengthening belonging, and restoring culturally grounded learning environments in every county. Through the Indigenous Visibility Index Initiative, we:
- Make data visible so Native learners are recognized and supported in every school system
- Align district actions with state and federal Indigenous education policies to ensure equity and accountability
- Provide professional learning rooted in cultural humility and relationship-centered teaching practices
- Conduct deep analysis to highlight strengths, heal systemic gaps, and inform strategic planning
- Build true partnership with Tribal Nations and Native families so school decisions honor sovereignty and community priorities

A Statewide Movement, One County at a Time
Riverside County marks the completion of the first phase of the Indigenous Visibility Index Initiative. Every public school district in Riverside County has now received:
• An Indigenous Education Report Card
• An Indigenous Visibility Index rating
• A data-informed narrative interpreting current supports
• Recommendations for increased cultural and academic visibility
This foundation gives Riverside County schools a clear path to understand where visibility is strong and where growth is needed. It also establishes a repeatable model that will be carried into every county across California.
How the Work Moves Across California
The California Indian Education for All IVI initiative is expanding county by county. Each county will follow the same four-step process:
1. Data and Visibility Review
Collect and analyze publicly reported data for Native students from the California School Dashboard and district sources to determine academic visibility.
2. Cultural Infrastructure Scan
Review each district’s culturally responsive systems including Title VI programs, Native American Parent Advisory Committees, liaisons, student clubs, community partnerships, and visible representation.
3. Indigenous Visibility Index Calculation
Measure a county’s overall visibility of Native students by combining academic data visibility with cultural integration indicators.
4. Countywide Report Cards and Action Guidance
Publish district-level findings and provide professional development pathways and consulting support to improve outcomes and belonging.

📍 Future Counties
All 58 counties of California will be completed through a phased rollout that continues to scale statewide impact.
